Get the partner's recruit link in a programme

GET 
/api/v1/partner/programs/:programId/recruit-link

active: the link works (approved Premium partner with a display name, in an active programme), with the recruit code. paused: Premium, but the link does not work now (as while suspended). off: not Premium, with level-2 claims that keep paying while the partner may earn. none: nothing to show. invitedBy: the display name of the partner who recruited this partner, or null (FR-029).
